Tatiana Tereshchenko, head of analytical department of "Prime Advice", told RBC Petersburg about the changes in regulation that have occurred in connection with the digital transformation of the economy, and their impact on individual industries:

At the present, the legal environment resembles an old jacket with a lot of holes. It's time to get rid of it, but do not want to, because it is not clear what you get in return and whether the new suit will sit. The current system of regulation is constantly overgrown with new requirements. It is not clear how to implement them, but it is necessary — so it was, for example, in the case of "The Yarovaya law" and the Telegram messenger.

Regulation tries to keep pace with the development of technology. For example, stricter requirements for the protection of personal data and increased of fines for violations in connection with their use and processing are a reaction to the development of cyber threats. The digital economy is built on information processing using technology. Therefore, it is critical for all actors to be sure that the data they accumulate is protected from criminal attacks. But it seems that in the world the security of such data is secondary to the challenges of development and growth. In Russia, there is a reverse trend.
